how to downsize your picture from a 4x6

I have tried and tried and get so frustrated on resizing it to a smaller size than a 4x6
I have windows and HP printer all in one also haveScrapbooking plus & my Scrapbook 2 Creative Reflections editon and having a hard time figuring the both out. Yes I am new to Scrapbooking

I usually resize everything in Microsoft Photo Editor - small program that I make sure is on any computer I use (for probably the past ten years maybe more) just because it's simple and then I can take photos into other programs. With it, you can tell it whether you want things by pixels or in inches. That way you can tell it the exact size you want it to be. It will resize proportionately or you can tell it not to retain it's shape in the rare case that you may want that. It may be available out there for download, but I'm not sure. You may wnat to try download.com and you can usually find some free image resizing softwares that are pretty easy to work with. Also, never forget about your help files within a program. Type in resize and most of them will give you step-by-step instructions. Do you find this valuable?
