I like my Exacto Knife best ! My edger scissors come in close second (my husband gave them to me for Christmas) My exacto knife can usually do what I want with very few exceptions. I found I don't just cut with it any more: I've used it to lift, place and replace stickers, scrape goo off in places on my pages I didn't want it (very carefully of course). I also use it to clean up the edges I cut with my scissors and remove emboss power from areas I didn't want it before I use heat (the main image doesn't get disturbed). The only real downfall is that you do have to replace the blade or sharpen it when it gets dull. I don't think there's a page I've made yet, and I haven't made many yet as a beginner, where I haven't used it. For an example check out the 40th anniversary card submitted by me (lonewolf_smith) in the share my wedding photos section: Wedding

My favorite cutting tool is my Close to My Heart Versa mat. It has a 12x12 grid on one side with a self-healing mat that I can use my craft knife on; the other side is "soft" so I can punch a concho through, or use as backing to stamp my acrylic stamps on. The 12x12 grid is awesome--my pages are always lined up (I'm a linear scrapper).
For cropping pictures, my favorite trimmer is the CM Personal Trimmer. For everything else I use the Fiskars Euro trimmer. I like it because it has the easy-to-read measurements on the bed and swing arm and it's easy to use. It works okay but I have to replace blades often, it's hard to accurate cut small pieces of paper (less than 1"), and it's hard to see exactly where the 5" mark is because it's at the junction of the swing arm. I'm still searching for the perfect trimmer.
I don't think I can scrapbook very much without my Coluzzle cutting templates and swivel knife. The greatest thing about this cutting system is that I can always see exactly what I'm going to cut before the knife touches the picture. For a goof-prone person like me, it's an almost fail-safe system! Because the template sizes are graduated, I also can get a matching mat (or set of mats) with the perfect width to match my photo. Note that the circle and oval shapes have two templates each with different sizings, so I can cut a narrower mat using the "twin" template. Coluzzle also has lots of different shapes available for making embellishments. I bought them as a kit for a very reasonable price on QVC.
I have used the Fiskars Paper Trimmer for about eight years. I just replaced my first one because I could no longer find replacement blades. The new one, the portable paper trimmer, is economical, easy to use, works like a charm and is lightweight making it easy to take to scraps. I have only one small complaint, which I discuss in my blog post containing a video review and demonstration of the Fiskars Portable Paper Trimmer .
I just read the review in the magazine of the Martha Stewart Circle Cutter, and thought "I have wanted a spirograph style cutter for years!!" so I went and bought it. I have had it all of 3 hours, and it is definally my new favorite tool and sure beats the heck out of tracing my cups, plates and bowls. Just pick your circle size, stick the little handle that comes with it in the hole, and spin it around.
I absolutely love the Creative Memories Personal Trimmer, but love all of their cropping tools. Have tried a lot of others, but definitely the way to go.
